Do you need a visa?
Not for a holiday. Luxembourgish passport holders enter Thailand without a visa and stay up to 30 days under Thailand's visa exemption scheme. You can ask immigration for one extension of 30 days once you are here, which takes you to 60 days.
You do need a visa if you want to stay longer than that, or if you are coming to work, study, retire or join family. Those routes are below.
Where your application is handled
There is no Thai embassy or consulate in Luxembourg. Your application is handled by the Royal Thai Embassy, Brussels, which is accredited to Luxembourg. You do not travel there. Everything is done online, and this is simply the office that reviews your file.

The honorary consulate cannot issue your visa
Thailand has an honorary consulate in Luxembourg. It is easy to find and easy to mistake for the real thing. It cannot issue visas, Thai passports, ID cards or certificates, and it cannot authenticate documents. Do not send your application or your documents there.
