Do you need a visa?
Yes. Dominican Republic is not on Thailand's visa exemption list and not on the visa on arrival list, so Dominican passport holders need a visa before travelling. Airlines will stop you at the gate without one.
This is a change. Dominican Republic was on the 60 day exemption list that Thailand repealed. If you travelled to Thailand without a visa before, you cannot now.
The good news is that you apply online and you keep your passport. Nobody has to visit an embassy in person.
Where your application is handled
There is no Thai embassy or consulate in Dominican Republic. Your application is handled by the Royal Thai Embassy, Ottawa, which is accredited to Dominican Republic. You do not travel there. Everything is done online, and this is simply the office that reviews your file.

The honorary consulate cannot issue your visa
Thailand has an honorary consulate in Santo Domingo. It is easy to find and easy to mistake for the real thing. It cannot issue visas, Thai passports, ID cards or certificates, and it cannot authenticate documents. Do not send your application or your documents there.
